When you turn your car's steering wheel, the force you apply is transferred to the steering rack, which moves the wheels and steers the car. As your car gets older, you may notice that the steering wheel begins to move of its own accord. This can signify steering rack problems.

Quite often the entire steering rack will need changing, as the number of parts within it which could potentially fail is pretty big, such as a shaft arm, spindle, rack and pinion.

If movement isn't the issue but there seems to be an odd noise when you turn the steering wheel fully, the issue could be the steering mounts.
