Is WD-40 a penetrating oil?

Yes, it can work like one. WD-40 is mainly known as a multi-use spray, but it does a decent job of loosening light rust and freeing up stuck parts. For really seized bolts though, a proper penetrating oil usually works better.

How long should I leave penetrating oil to work?

You don’t need to rush it. Give it at least 5 to 10 minutes to soak in. If the part is really stuck, leaving it a bit longer or applying a second round can help.

Is it safe to use penetrating oil on brakes or brake components?

It’s best not to use it on brake parts. Those components rely on friction to work properly, so adding any kind of oil can actually mess that up. If something’s going on with your brakes, it’s safer to deal with it properly rather than spraying anything on.
